Users can actually purchase G Suite from any countries because the tier makes the price differences. However, Google will charge the users based on the majority account activation state.
Another insight is, if the company is from Singapore and has an operation entity in Malaysia where many workers or users are located, they can purchase G Suite through Malaysia reseller with Tier 3 pricing and they can skip to pay higher with Tier 1 pricing in Singapore. This way, the Singapore company can have a 10% discount which is already provident to Malaysia.
In addition to this, Malaysian company can have withholding tax exempted if they purchase G Suite from a Malaysia reseller instead of purchasing through Google in Singapore directly.
