The Cognitive Launches AI Recruiting Platform That Finds, Reaches and Interviews Candidates in One Workflow

Toronto company folds candidate sourcing across ~900M profiles, verified outreach and live two-way AI interviews into a single recruiting platform that works alongside the applicant tracking systems teams already run.

The Cognitive today announced general availability of its AI recruiting platform, which lets a recruiter describe a role in plain English and have the software search for candidates, contact them, hold a first-round conversation and return a shortlist with the evidence attached. The platform is aimed at in-house talent teams and agencies in Canada, the United States, the United Kingdom and Europe. Most existing platforms cover one stage of recruiting. The Cognitive covers all of them, with sourcing and interviewing built in rather than added on.

Most AI recruiting software still does one part of the job. A sourcing tool finds people. An outreach tool messages them. An interview tool assesses them. Between each one sits a recruiter with a spreadsheet, copying names and notes from one system to the next. The Cognitive was built to remove those handoffs. The recruiter writes the brief once. The platform does the rest and writes every stage back to the ATS.

The Cognitive sourcing search: a recruiter describes the next hire in plain English, and the platform searches ~900M profiles against the requirement.

Sourcing starts with a sentence, not a Boolean string

The platform’s AI sourcing reads a brief the way a hiring manager would say it. “Senior backend engineer, Go, payments, remote EU” becomes a set of criteria about the person, such as title history, seniority, skills and location, and a second set about where they work: industry, headquarters, company size and the technologies the employer runs. Most candidate sourcing software filters on the first set only.

Only the essentials act as hard filters. Preferences shape the ranking but never exclude anyone. If a search comes back thin, which happens often with uncommon titles, the platform loosens the least important criterion itself and says what it changed. Every profile it returns carries a short explanation: which requirements the record supports, which it does not, and which it simply cannot answer.

Candidates found for a role stay in that role’s talent pool and drop out of later searches for it, so a recruiter never sees the same face twice. When the recruiter keeps or passes on someone, the next search learns from it. Open roles are searched again overnight, so there is a fresh list waiting in the morning.

Verified contact details, and outreach that knows when to stop

For the people a recruiter chooses to pursue, the platform reveals a verified email address and phone number and runs outreach by email, SMS and voice call in the recruiter’s own name. The sequence ends the moment a candidate replies. Replies are sorted so the interested ones surface first, which matters more than it sounds when a recruiter is working 6 roles at once.

The same engine handles inbound applicants, so proactive candidate sourcing and application screening sit in one view of everyone under consideration for a job.

The Cognitive workflow: a role described in plain English becomes a ranked pool, verified outreach, a live two-way AI interview and an evidence-scored shortlist, with every stage written back to the ATS.

A first round that is a conversation, and a shortlist with receipts

Candidates who progress take a live, two-way AI interview inside the same workflow. It is not a one-way video questionnaire. The AI interviewer asks about the role’s requirements, listens, and follows up when an answer is thin or when a strong one deserves another question. Technical, behavioural and managerial formats can be set per role, and candidates can take the interview in their own time zone.

Afterwards the hiring team gets the recording, the transcript and a structured scorecard. Each rating points to the quote and timestamp that supports it. Everyone applying for the same role is scored on the same rubric, while the conversation itself adapts to each person. The company is clear that this is meant to absorb volume, not to make the hiring decision. That stays with people.

“Recruiters do not lose time inside any one tool. They lose it between tools,” said Sparsh Goyal, founder of The Cognitive. “So we built the whole chain. Describe the role, and the search, the outreach, the first conversation and the shortlist happen without anyone re-typing a name. The AI takes the volume. The recruiter keeps the decision.”

Built to sit next to the ATS, not replace it

The platform works alongside existing applicant tracking systems. The Cognitive lists integrations with more than 40 applicant tracking systems, including Greenhouse, Lever and Ashby, and connects to others through API or webhook. Sourced candidates, outreach history, interview results and scorecards flow back into the ATS, so teams adding AI sourcing or AI candidate screening do not have to abandon the process they already run. For recruiting teams weighing talent acquisition software, hiring software or recruitment automation for the first time, that is usually the deciding question.

For teams hiring across time zones

Sourcing runs overnight. Outreach runs on the candidate’s clock. Interviews are available whenever the candidate is, in the US, the UK, Europe or Canada, and the recruiter reads the structured result when convenient. The effect is that hiring teams see organised evidence earlier in the process, and human review happens at the points where an employment decision is actually made.
