— “Building a Collaborative Ecosystem, Dreaming of the Low-Altitude Economy in Western China”—On the morning of October 27, the launch ceremony for the finals of the First “Fly-Over China” Low-Altitude Economy Application-Scenario Competition was held in Liangping District, Chongqing. Seventy low-altitude economy application innovation teams from across the country, along with academicians and experts in the low-altitude economy field, think tank scholars, leading enterprises, investment institutions, and representatives of local competent authorities, gathered in the “Western Low-Altitude City.” Using the competition as a link, they built a collaborative platform for government, industry, academia, research, and application, promoted the transformation and implementation of innovative project results, and supported the high-quality development of the low-altitude economy in western China.

It is understood that the competition was hosted by Xinhuanet and organized by the Xinhua Net Low-Altitude Economy Research Institute, Xinhua Net Co., Ltd. Chongqing Branch, Chongqing Douliang Chenggong High-Tech Group Co., Ltd., and Chongqing Shuanggui Agriculture Culture Tourism Development Group Co., Ltd. with special support from the Low-Altitude Economy Branch of the China Information Industry Association.
The competition focuses on the entire low-altitude industry chain, covering three core tracks: low-altitude manufacturing, low-altitude scenario operations, and low-altitude infrastructure and comprehensive services. It also held a special “Open bidding for selecting the best candidates” competition for Liangping’s low-altitude industry, directly addressing the real needs of local industries. Since its official launch in September this year, preliminary rounds were completed in three competition zones—Beijing, Shenzhen, and Suzhou—and a group of high-quality projects advanced to the finals, gathering in Liangping on October 26–27 for the final round of competition.
The development of the low-altitude economy cannot be separated from deep government-industry-academia-research integration and the support of innovation platforms. At the opening ceremony, the Xinhua Net Low-Altitude Economy Innovation and Development Consortium and the Low-Altitude Economy + Insurance Innovation Consortium were officially established.
According to reports, the Xinhua Net Low-Altitude Economy Innovation and Development Consortium was jointly initiated by the Xinhua Net Low-Altitude Economy Research Institute and its Western Branch. It brings together enterprises, research institutes, service providers, and leading investment institutions across the low-altitude economy industry chain to establish channels for collaboration between think tanks, industry, and capital.
The Low-Altitude Economy + Insurance Innovation Consortium was jointly initiated by the Low-Altitude Economy Branch of United Front Think Tank Federation of Capital, the Xinhua Net Low-Altitude Economy Research Institute, the Low-Altitude Economy Research Center at the Central University of Finance and Economics, the School of Insurance at the Central University of Finance and Economics, and the Low-Altitude Economy Resource Network. It aims to implement national policies on the development of low-altitude insurance, explore new models for low-altitude risk protection, and lay a solid foundation for the safe development of the low-altitude economy.
Safety is the cornerstone for the steady and sustainable development of the low-altitude economy. At the opening ceremony, the “2026 Observation on High-Quality Development of Low-Altitude Safety” was officially released. The report conducts in-depth analysis and assessment of low-altitude flight regulation, risk prevention and control, and the construction of safety assurance systems. It establishes a comprehensive industrial framework for low-altitude safety and proposes tailored policy approaches for typical application scenarios such as low-altitude logistics, agricultural and forestry operations, and cultural and tourism consumption, thereby providing theoretical references and practical guidance for policy formulation, corporate operations, and the development of low-altitude pilot projects across various regions.
The Low-Altitude Economy Research Institute of Xinhuanet has released an industry research report titled “Observations on the Low-Altitude Economy.” This product continuously tracks policy orientations, pilot projects, technological innovations, and market trends within the low-altitude economy. It distills industry hotspots, exemplary case studies, and development insights, while delivering real-time, frontline industry intelligence to provide local governments and market participants with timely, relevant references.
It is understood that the First “Fly-Over China” Low-Altitude Economy Application-Scenario Competition features a judging panel composed of industry experts, corporate executives, representatives from financial institutions, and scholars from higher education institutions. This panel is responsible for selecting teams to advance to the grand final, while simultaneously identifying high-quality projects and enterprises that are well-suited to the industrial development of Liangping and have a genuine interest in establishing operations there.
The final round adopts a dual-track format, consisting of a “proposal competition” and a “scenario competition.” The Proposal Competition targets the low-altitude manufacturing, low-altitude infrastructure, and integrated services tracks, while the Scenario Competition targets the low-altitude scenario operations track, focusing primarily on three major scenarios: “low-altitude + agriculture,” “low-altitude + logistics,” and “low-altitude + emergency rescue,” and conducting practical contests such as real drone flights and task operations.
During the finals, the Liangping Low-Altitude Industry “Open bidding for selecting the best candidates” Special Competition and the “Blue Sky Meeting Room” closed-door symposium will be held concurrently. At the same time, participating experts and corporate representatives were invited to offer insights and recommendations on topics such as the integration of the “low-altitude + integrated circuits” in Liangping, as well as airspace operations, scenario implementation, and industrial investment promotion.
