“Foundation first, then speed”: Silicon Reef warns AI budgets are being wasted on the wrong things

Founder Tim Wallis argues that AI requires proper governance structures for effective implementation and to reduce risks.

— Silicon Reef, a brand that helps organisations achieve their business goals faster through best-in-class Microsoft 365 services and SharePoint intranets, is warning that AI budgets are being wasted on the wrong things. Most media pushes the message to build faster and ship agents before competitors do, but Tim Wallis, chairman of Silicon Reef, argues the opposite.

"Foundation first, then speed": Silicon Reef warns AI budgets are being wasted on the wrong things

The biggest predictor of who gets real value from AI over the next 6 to 18 months isn’t speed, according to his analysis. It’s whether a business has sorted its data ownership and governance first.

Wallis said the following:

“AI is only ever as good as the information it reads. If it’s been trained on decades of duplicated, outdated, or unowned content, it will just confidently repeat incorrect material. While modern AIs have some systems built into them to check the data they’re consuming, many will simply regurgitate information without thinking critically about what they’re saying, and this can lead companies astray.”

Wallis’s core argument is that old foundations now decide new returns. He believes that AI should be given well-governed, clean information that’s relevant to business use cases. He points out common issues that can occur when companies fail to implement best practices.

For example, there have been cases where emails have been sent to clients referencing a CEO who left the business years ago. Furthermore, Wallis highlights that agents turn bad data into real business risks. AI agents not only read data but also act on it. If companies treat an agent like an employee prematurely by providing it with master keys from day one and access to every system, it can create chaos by implementing the wrong strategies or misunderstanding what the job requires.

“Companies should make the distinction between AI experimentation and AI adoption,” according to Wallis. “Adoption isn’t simply implementing new tools. It’s ensuring ownership, visibility, and control over artificial intelligence and how it operates inside business processes.”

Ultimately, Wallis argues that governance is what makes new AI systems safe. Instead of seeing governance as a brake on progress, companies should view it as the systems AI uses to find the right knowledge and deploy it within accepted boundaries. Silicon Reef, as a company, is working on its foundations in this way, ensuring that it moves quickly but also has the right systems in place to ensure AI doesn’t present unnecessary risks to its brand.
