Co-hosted by the Chinese Business History Society, Guosheng Think Tank, CIFAL Shanghai (a training center affiliated with the United Nations Institute for Training and Research), the Center for Comparative Economic Studies at Central University of Finance and Economics, and the World Educators Conference Organizing Committee, the conference focused on sustainable development goals, the cultivation of new quality productive forces, the transformation of scientific and technological achievements, and industry-education integration.
During the conference, the Think Tank Report on Global Health Cooperation and Sustainable Development: Exploring Internationally Recognized Oat Processing Technology (hereinafter referred to as “the Report”) was officially released. Jointly produced by Xinhua News Agency’s Listed Company Research Institute, CIFAL Shanghai, Guosheng Think Tank, and the WWEC World Educators Conference Organizing Committee, the Report is grounded in Sanzhu Grain Group’s nearly three decades of engagement in the naked oat whole-industry chain. Taking as its starting point the May 2026 assessment that its whole-life-cycle processing technology for naked oats had achieved internationally recognized status, the Report articulates a four-part sustainable development framework of Technology, Industry, Community, and International Engagement.
A Convergence of Eras: The Sustainable Development Mission Carried by a Single Grain of Oat
The Report notes that the UN 2030 Agenda for Sustainable Development has entered its critical final five-year window, with the world facing challenges in food security, chronic disease prevention and control, and climate change response. At the same time, China’s Healthy China 2030 planning framework is being advanced, and the National Whole Grain Action Plan (2024–2035) has been issued, marking elevated policy attention to the whole grain industry.
Rooted in northern China’s arid farming regions for nearly three decades, Sanzhu Grain Group has built a whole-industry-chain system covering germplasm breeding, standardized cultivation, deep processing, functional extraction, and end-user application. In May 2026, its whole-life-cycle processing technology for naked oats was reviewed by an expert panel and recognized for its advanced capabilities, signifying progress in the deep processing of naked oats and establishing competitive advantages in areas such as oat peptide preparation and resource utilization.

Three Major Action Lines: A Health Network from Communities to the World
Community Building. The Report proposes a “Health into Communities” initiative, with Beijing, Shanghai, Guangzhou, Shenzhen, Chengdu, Wuhan, Xi’an, Shenyang, and Zhengzhou as hubs, to build flagship health experience centers radiating to communities nationwide. Through the popularization of scientific dietary practices, nutritional intervention for chronic diseases, cultural programming, and public welfare health services, the health consumption concept of daily oat intake will be integrated into residents’ daily lives.
Regional Development. The Report proposes consolidating regional development with the northern oat industry belt, building regional synergy networks with central city clusters, and linking domestic and international markets through open channels. This spatial pattern of northern cultivation, coastal R&D, national network, and global outreach allows more value-added gains from the industrial chain to remain in county-level areas and with farming households, supporting rural economic revitalization and balanced regional development.
International Cooperation. Drawing on traditional wellness philosophies and evidence-based whole-grain nutrition science, the Report proposes an international cooperation approach: exporting technical equipment and processing capacity to partner countries; obtaining key certifications and participating in competition in mainstream markets; and facilitating alignment between domestic and international quality benchmarks.
The Report also presents the industry’s forward-looking layout: Sanzhu Grain and BON Natural Ingredients (a Nasdaq-listed company) have jointly established a natural ingredients and bio-manufacturing laboratory, deploying platforms in synthetic biology, AI-assisted enzyme evolution, and precision nutrition evaluation to drive the industry’s advancement from agricultural processing to bio-manufacturing.
Policy Recommendations
The Report proposes incorporating whole-grain dietary intervention into chronic disease prevention strategies, supporting community health initiatives as pilots for urban governance innovation, accelerating standard systems for new product categories such as oat oil and oat peptides, and incorporating the oat health industry into international health cooperation projects. During the conference, the Silk Road International Sustainable Development Innovation Consortium was launched. Jointly initiated by the Chinese Business History Society and Guosheng Think Tank, it aims to build an open innovation ecosystem centered on industry, technology, finance, talent, and brand. The Global AI Creativity Development Report 2026 and the first batch of results from the Chinese Business History Library were released simultaneously. Roundtable discussions addressed new quality productive forces, sustainable innovation, and enterprise international competitiveness.
